Perplexing photo of the 919...
If you look at page 212 in the P&WV book, the front of Longview water tank does not match the photo. Page 207 shows Clairton tank...Clairton had a mountain behind it as it was adjacent to the tunnel. Brownsville Road had a tank near the highway overpass, but the foreground track throws a curve into the location. Steuben Street had the PRR behind it. Bridgeville might be a possibility as I cannot recall seeing a photo of it. Acheson doesn't have enough room in front of it for the foreground track.
My guess would be Bridgeville. P&WV Timetable 25 states the tank is at Mile Post 60.5, and is 50,000 gallons. The track chart I have for this area shows it near the Selden Plant with the maze of trackwork leading down to the PRR. It appears, at least to me the 919 is on the 3rd track away from the camera.

I would like to add my two cents also.This could be Avella.The foreground track could be the lead to the Coal Washer.The water tank appears to be where I remember the old pump house was.It is said the picture was taked in 1930 and that was coal time at the coal washer,they would need an engine to shift all the coal cars around.Another point about the picture it appears to be evenly spaced black marks between the upper and lower track which could be track ties.They might have put a track over an old road bed.

If you open the "big book" to page 353 and compare the bottom photo taken by WNP Jr of the Avella Tank, the front of the tank has nothing on it. Compare that to the photo with 919.
If you look in the big book to page 335 you see Avella had a stand pipe.
In the photo of 919, are they taking water ?
I was also looking at the evenly spaced black marks. My thoughts were someone (the person who took the photo) had walked along there leaving those markings ? I can't tell you how many times I have done the same thing.

Smithfield water tank was located up on a small hill near the former lumber yard.
There were small bridges on both sides of Smithfield preventing such.
I'm betting Bridgeville...
