R.R. Man,
In general,1940's/50's many but not all structures look to be painted a
light-grey with darker grey trim(windows, doors, frame posts etc.)
A few, show white with a darker charcoal trim.

The ROW , well looking over the many images in the
Hi-Line pages these were a combo of cinder, crushed-size/stone,
and cleaned & prepared slag ballast.
To find more specific answers, you must look at the time-frame-era.
The ROW locations, main-line, sidings/ mine spurs and branch lines.
With the P&WV in general, the customer, the traffic grade & density type,
available materials & cost was always important.

As a footnote to the ballast question, Tim McCready often chuckled how good the P&WV had it for a number of years as crushed mill slag came to the P&WV by the car load for ballast use pratically at no expense to the company...until...the mills discovered they were giving away slag that could be putting money into the mills coffers by selling it instead. The unfortunate quality of mill slag was it held dirt and water.

In many areas of the current right of way much of this mill slag is still evident, but the N&W/NS years brought change to the type of ballast used out on the main track.
